(NSI News Source Info) TORONTO, Canada - July 9, 2013:  Japan faces increasingly serious threats to its security from an assertive China and an unpredictable North Korea, the defense ministry said in its first annual report since hawkish Prime Minister Shinzo Abe took office.

The report was harshly critical of China's actions in waters near East China Sea islets claimed by both countries, and prompted a sharp response from Beijing, where a foreign ministry spokeswoman said Japan was exaggerating the threat to "artificially create regional tension and confrontation."

Sino-Japanese relations have been strained by the territorial row as well as remarks from Abe suggesting he wants to cast Tokyo's wartime history in a less apologetic tone.

"There are various issues and destabilizing factors in the security environment surrounding Japan, some of which are becoming increasingly tangible, acute and serious," said the defense white paper, issued as ruling party politicians call for the Japanese military to beef up its ability to respond.

The general commanding a Japanese airborne brigade whose paratroopers would be among the first troops to respond to an attack on a far-flung island, told Reuters his unit could benefit from better intelligence gathering tools, including drones.

"For any island operation, intelligence is crucial," Tadao Maeda, commanding general of the 1st Airborne Brigade, said in an interview. At present, his unit relies on intelligence from ground or maritime forces. Japan has allocated funds in this year's budget to look into possible acquisition of drones.

The defense ministry report said: "China has attempted to change the status quo by force based on its own assertion, which is incompatible with the existing order of international law," echoing recent comments by Abe and his cabinet.

"China should accept and stick to the international norms."

The row over rival claims to tiny East China Sea islets flared up last September after Japan nationalized the isles, known as the Senkaku in Japan and the Diaoyu in China.

Patrol ships from both countries routinely shadow each other near the islands, raising concerns that an unintended collision or other incident could lead to a broader clash.

"Some of China's activities involve its intrusion into Japan's territorial waters, its violation of Japan's territorial airspace and even dangerous actions that could cause a contingency, and are extremely regrettable," the paper said.

Japan said in February that a Chinese naval vessel had locked its fire control radar on a Japanese destroyer, a step that can be considered a step away from actual firing.

China denied the warship had locked its radar on the Japanese vessel. But the white paper said Beijing's assertion was "inconsistent with the facts".

Commenting on the defense report, Chinese Foreign Ministry spokeswoman Hua Chunying said it contained "false criticisms" and followed growing calls in Japan to strengthen the military.

"The international community cannot but be concerned by Japan's real intentions and its future development," she said. "We hope that Japan can correct its attitude."

BOLSTERING DEFENCE

Abe returned to power for a rare second term after his ruling bloc won a general election late last year, promising to revive the economy and strengthen Japan's defenses. He also wants to revise the post-World War Two pacifist constitution to legitimize the military, although winning support for contentious revisions is likely to take time.

Japan is already bolstering defense of the disputed islands and this year raised its defense budget for the first time in 11 years.

The military is conducting joint drills with the United States, its main security ally, and fortifying defenses against missile attacks, while the government is reviewing its mid-term defense policy.

Japan plans to draw up a new defense plan by December, and Abe's Liberal Democratic Party (LDP) submitted recommendations to the government last month that included looking into acquiring the capability to attack enemy targets.

Japan has long maintained that it has the right to strike enemy targets when an intention to attack Japan is clear, the threat is imminent and there are no other options.

But any sign that Japan is moving to obtain such capabilities could upset China and South Korea, where resentment against Japan's wartime aggression and colonization runs deep.

"The balance of power will be lost if we don't start considering striking back when attacked," said Osaka University professor Kazuya Sakamoto, who sits on a panel advising Abe on security policies.

The LDP has also recommended that the military should set up an amphibious Marines division equipped with tilt-rotor aircraft like the V-22 Osprey to boost the defense of remote islands.

Maeda backed the proposal to acquire the U.S. aircraft, whose deployment to Japan's Okinawa island has prompted local opposition because of concerns about its safety.

"For the airborne, the Osprey is a very attractive piece of hardware," he told Reuters. Japan has set aside about $80,000 in this year's defense budget to research the possible acquisition.

Abe, whose LDP is expected to cement its grip on power in this month's upper house election, also wants to revise an interpretation of the constitution that bans using the right of collective self-defense, or aiding an ally under attack.

A panel set up during Abe's first 2006-7 term recommended that the ban be lifted in certain cases, such as intercepting ballistic missiles bound for the United States. A new committee of advisers is expected to reach similar conclusions.

North Korea launched a missile in December, stepping up the threat that the isolated, impoverished state poses to rivals. In February, it conducted a third nuclear test, which moved Pyongyang closer to developing long-range nuclear missiles.

"The launch of a missile ... showed that North Korea has advanced its technologies to extend the range and improve the accuracy of ballistic missiles," the white paper said.

(NSI News Source Info) TORONTO, Canada - June 26, 2013:  Afghan officials say a brazen Taliban assault on the presidential palace in Kabul has left three guards dead.

The militant group had earlier said that all eight attackers died in the early Tuesday attack on one of the most secure parts of the Afghan capital.

Militants with false papers and military-style uniforms bluffed their way through two checkpoints on their way to the palace before jumping out of their explosives-packed vehicle and opening fire on security personnel. 

Another carload of Taliban fighters got stuck between two checkpoints and detonated their own car bomb.

The Interior Ministry said a fourth guard was wounded.

(NSI News Source Info) TORONTO, Canada - June 24, 2013:  Eight soldiers were killed and 13 were injured, seven of them seriously, when two militants opened fire on an Army convoy on the outskirts of Srinagar, just a day before a visit by Prime Minister Manmohan Singh and Congress president Sonia Gandhi.

The Hizbul Mujahideen has claimed responsibility for the terror attack but central intelligence agencies believe that the terror group acted on behalf of the Pakistan-based Lashkar-e-Taiba.

The militants opened fire on the second of three Army vehicles before racing away on a motorcycle. They, however, ran into a police check-post about five kms away. They then lobbed a grenade and opened firing, which resulted in injuries to a CRPF officer and a Jammu and Kashmir Police officer. Abandoning the motorcycle, the men fled in a car with tinted windows.

The Jammu and Kashmir police allege that the soldiers who were attacked were unarmed because they were returning from vacation. The Army denies this but has not offered an explanation for why the soldiers didn't return fire.

Sources also say that the armed escort for the soldiers was traveling at a distance, which made the attack easier.

"Hizbul  Mujahideen  claiming responsibility creates less complications for Pakistan," a senior security official told NDTV.

Sources involved with the investigation tell NDTV that one of the two militants seems to be from Pakistan. The other was allegedly dressed in khaki trousers and a black jacket, most likely to suggest that he was a police officer.

Today, the PM and Mrs Gandhi will address a public rally in Kishtwar.  During his two-day trip, the PM will also inaugurate a train service between Qazigund and Banihal.

NAVY

            Hewlett Packard Enterprise Services, Herndon, Va., was awarded a $679,792,250 modification to a previously awarded continuity of services contract (CoSC) (N00039-10-D-0010) for the Navy Marine Corps Intranet (NMCI).  The modification includes increasing the contract ceiling by $679,792,250, from $4,924,000,000 to $5,603,792,250, and adding one option that will extend the period of performance two months, from April 2014 to June 2014.  This option will only be exercised if the Government has not fully transitioned the services.  The NMCI services are currently provided under the CoSC, which was awarded to HPES in order to continue providing NMCI information technology (IT) services following the expiration of the original NMCI contract.  The CoSC network operation services currently expire in April 2014; the hardware purchase expires July 2015; and the asset usage services expire in December 2014.  The CoSC ensures that the scope of NMCI IT services and performance levels delivered are sustained until the Next Generation Enterprise Network is satisfactorily providing the replacement services.  Work is performed at approximately 2,500 Navy and Marine Corps locations worldwide, from major bases to single-user sites.  No funds will be placed on contract or obligated at the time of modification.  This is a sole-source contract with HPES being the owner/operator of the NMCI network and the only source that can satisfy the Navy’s requirement for continuity of IT service.  The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity. 

            General Dynamics National Steel and Shipbuilding Co., San Diego, Calif., was awarded an $11,200,000 modification on a not-to-exceed basis to previously awarded contract (N00024-09-C-2229) to accomplish the detail design of Afloat Forward Staging Base (AFSB) modifications for the Mobile Landing Platform (MLP) program to support the construction of MLP 3 and MLP 4 which will be AFSB variants.  Work will be performed in San Diego, Calif., and is expected to be completed by November 2013.  Fiscal 2012 National Defense Sealift funds in the amount of $5,600,000 will be obligated at the time of award.  Contract funds will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington D.C., is the contracting activity. 

            Rolls-Royce Corp., Indianapolis, Ind., was awarded a $7,069,292 modification to a previously awarded firm-fixed-price contract (N00019-10-C-0020) for additional engineering services for up to 9,253 flight hours for the MV-22 fleet aircraft in support of Operation Enduring Freedom and the east and west coast Marine Expeditionary Units deployments.  Work will be performed in Oakland, Calif. (70 percent), and Indianapolis, Ind. (30 percent), and is expected to be completed in November 2013.  Fiscal 2013 Operations and Maintenance, Navyand fiscal 2013 Operations and Maintenance, NavyOverseas Contingency Operationsfunds in the amount of $7,069,292 will be obligated at the time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

ARMY

            McMillen LLC, Boise, Idaho, was awarded a firm-fixed-price, option-included contract with a value of $10,088,000 for the maintenance and development of ponds in Napa, Calif., with the goal of creating habitat for marsh species.  Fiscal 2013 Procurement funds are being obligated on this award.  The bid was solicited through the Internet, with four bids received.  The Army Corps of Engineers, San Francisco, Calif., is the contracting activity (W912P7-13-C-0007). 

            MTNT Energy Inc., Anchorage, Alaska, was awarded a firm-fixed-price contract with a maximum value of $9,500,000 for the installation, maintenance and renovation of new and existing electrical and communication equipment in support of deployed U.S. forces throughout Afghanistan.  Type of appropriation will be determined with each order.  One bid was solicited, with one bid received.  The Army Corps of Engineers, Philadelphia, Penn., is the contracting activity (W912BU-13-D-0014). 

AIR FORCE

            Raytheon Technical Services Company, LLC, Indianapolis, Ind., has been awarded a $10,031,657 fixed-price-incentive-firm contract for the Joint Miniature Munitions Bomb Rack Unit (JMM BRU).  The Contractor shall conduct a Technology Development Phase to initiate JMM BRU design activities, mature JMM BRU technologies, initiate production process development to determine the appropriate set of technologies to be integrated into a full system, and conduct prototyping in a relevant environment.  Work will be performed at Indianapolis, Ind., and is expected to be complete by July 2015.  This award is the result of a full and open competitive acquisition solicited on Federal Business Opportunities in which three offers were received.  Fiscal 2013 Research Development Test and Evaluation funds are being obligated on this award.  Air Force Life Cycle Management Center/EBMK, Eglin Air Force Base, Fla., is the contracting activity. (FA8672-13-C-0199). 

            Northrup Grumman Space and Mission Systems Corp., San Diego, Calif., has been awarded a $6,726,279 modification (P00075) for operational improvements on firm-fixed-price contract (FA8726-09-C-0010) to install LOW VHF antennas and Black Wideband Relay on two E-11As and two EQ-4Bs.   Work will be performed at San Diego, Calif. and OCONUS, and is expected to be completed by June 23, 2014. Fiscal 2011 missile procurement funds in the amount of $6,726,279 are being obligated on this contract.  Air Force Life Cycle Management Center/HNAK, Hanscom Air Force Base, Mass., is the contracting activity.
