Airmen and volunteers are helping more than 500 commercial airline passengers whose flights were diverted here after a magnitude 8.9 earthquake struck today off the Japanese coast.

Several commercial aircraft were diverted here after Narita International Airport in Tokyo closed.

Some 11 aircraft landed at the base, and more than 500 passengers were transported to the base recreation center where food, water and cots were available. Volunteers from base organizations, including the Red Cross and Boy Scouts, are helping to get the passengers settled, officials said.

A Red Cross website called "Self and Well" is available for people who register to let family and friends know they are safe.

"The 374th Airlift Wing is prepared and ready to assist during this time of crisis," said Air Force Col. Otto Feather, 374th Airlift Wing commander.

(NSI News Source Info) WASHINGTON - March 11, 2011: U.S. Department of Defense, Office of the Assistant Secretary of Defense (Public Affairs) Contracts issued March 11, 2011 are undermentioned;

CONTRACTS

NAVY

General Dynamics Advanced Information System, Bloomington, Minn., is being awarded a $17,932,954 modification to a previously awarded firm-fixed-price contract (N00019-10-C-0014) for the full-rate production of 68 Type 3 advanced mission computers for the F/A-18E/F and E/A-18G aircrafts. Work will be performed in Bloomington, Minn., and is expected to be completed in December 2012. Contract funds will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

APEX Contracting & Consulting, Inc.*, Murrieta, Calif., is being awarded a maximum amount $15,000,000 firm-fixed-priced, performance-based, indefinite-delivery/indefinite-quantity contract for natural resources habitat enhancement services at various locations within the Naval Facilities Engineering Command, Southwest area of responsibility. The work to be performed provides for natural resource services under North American Industry Classification System Code 541690. The services include project site preparation, restoration, revegetation, exotic plant control, erosion control, and other similar services. Work will be performed at various locations in California (50 percent), Arizona (25 percent), and Nevada (25 percent), and is expected to be completed by March 2016. Contract funds in the amount of $5,000 will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with three proposals received. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity (N62473-11-D-2224).

Elbit Systems of America, dba Kollsman, Inc., Merrimack, N.H., is being awarded a $9,605,530 firm-fixed-price contract for the Joint Terminal Attack Controller Laser Target Designator (JTAC LTD). The basic contract will be for three first article units, 150 production units, a lot of initial issue spares and training. The JTAC LTD is being procured to meet the requirements of an urgent universal needs statement. It is a lightweight, man-portable, state-of-the-art laser target designator/marker that permits warfighters to rapidly bring effective fires to bear on hostile targets. The JTAC LTD is intended to provide dismounted Marines with a designation and marking capability that is immediately accessible. This contract contains options which, if exercised, will bring the contract value to $10,817,374. Work will be performed in Merrimack, N.H., and is expected to be completed March 2016. Contract funds will expire at the end of the current fiscal year. This contract was competitively procured through full and open competition via the Navy Electronic Commerce Online website, with three offers received. The Marine Corps System Command, Quantico, Va., is the contracting activity (M67854-11-C-6002).

York International Corp., York, Pa., is being awarded a $27,022,582 firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide up to five 200-ton Ticonderoga-class; 26 200-ton Arleigh Burke-class; six 125-ton Whidbey Island- and Harpers Ferry-class; and 10 300-ton Wasp-class air conditioning plant conversion kits with associated auxiliary components. Shipboard air conditioning plants produce chilled water for various cooling applications and are considered critical equipment. Work will be performed in York, Pa., and is expected to be completed by March 2014. All contract funds will expire at the end of the current fiscal year. This contract was not competitively procured. This procurement was processed without providing for full and open competition under statutory authority 10 U.S.C. 2304(c)(1), only one responsible source and no other supplier or services will satisfy agency requirements (FAR 6.302-1). The Naval Surface Warfare Center, Carderock Division, Ship System Engineering Station, Philadelphia, Pa., is the contracting activity (N65540-11-D-0006).

DEFENSE LOGISTICS AGENCY

Imperial Sales Co.*, Watsonville, Calif., is being awarded a maximum $8,119,616 fixed-price with economic price adjustment contract for various commercial components for unitized group ration heat and serve. There are other various locations of performance. Using services are Army and Marine Corps. The original proposal was Web-solicited with three responses. This contract is for the base year only. The date of performance completion is March 10, 2012. The Defense Logistics Agency Troop Support, Philadelphia, Pa., is the contracting activity (SPM3S1-11-D-Z188).

Seven Bar Aviation Center, Inc., dba Atlantic Aviation, Albuquerque, N.M., is being awarded a maximum $7,280,330 fixed-price with economic price adjustment contract for fuel. Other location of performance is Albuquerque International Airport, Albuquerque, N.M. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. There were originally 145 proposals solicited with 158 responses. The date of performance completion is March 31, 2015. The Defense Logistics Agency Energy, Fort Belvoir, Va., is the contracting activity (SP0600-11-D-0114).

The threat of a tsunami prompted the U.S. National Weather Service to issue a warning for at least 20 countries and numerous Pacific islands after an 8.9-magnitude earthquake struck Japan Friday.


The wide-ranging list includes Russia and Indonesia, Central American countries like Guatemala, El Salvador and Costa Rica and the U.S. state of Hawaii. The weather service's bulletin is intended "as advice to government agencies."

The quake, which struck near the coast of Honshu on Friday afternoon unleashed a wall of water that rushed in toward land, leveling houses and cars in its path.

Authorities in the U.S. territory of Guam said a tsunami could hit the island as early as 7:09 p.m. (4:09 a.m. ET). Sirens sounded in Hawaii around 10 p.m. Thursday (3 a.m. ET), warning residents they could expect tsunami waves five hours later.

The West Coast and Alaska Tsunami Warning Center early Friday issued a tsunami warning for coastal areas along the United States and Canadian west coasts. The tsunami warning includes coastal areas of California and Oregon from Point Conception to the Oregon-Washington border. It also includes coastal areas of Alaska from Amchitka Pass to Attu.

In the Philippines, the government has evacuated 20 coast areas. A tsunami could could hit by 6 p.m. (5 a.m. ET), it said.

Meanwhile, the regional government in eastern Taiwan's Taitung county canceled classes and work, but did not immediately begin evacuations.

Russia's emergency situations ministry said more than 11,000 people living in dangerous areas had been evacuated after a tsunami warning was issued for the Kuril Islands. Ships docked in open ports were heading back out to sea to avoid being hit by tsunami waves, the ministry said.

Chip McCreary of the Pacific Tsunami Warning Center said officials estimated the quake was already causing waves with magnitudes of up to 2 meters above normal sea level.

"This is a very large earthquake. We've evaluated it as about the same size as the earthquake last year in Chile. However, it's much closer to the Hawaiian islands than the Chile earthquake," he said.

The National Weather Service list includes Japan, Russia, the Philippines, Indonesia, Papua New Guinea, Australia, Fiji, Mexico, New Zealand, Guatemala, El Salvador, Costa Rica, Nicaragua, Panama, Honduras, Chile, Ecuador, Colombia, Peru and the United States.
