(NSI News Source Info) MOSCOW, Russia - December 23, 2010: President Dmitry Medvedev has welcomed the US Senate's decision to ratify a landmark US-Russian nuclear arms control treaty, but Russian legislators said they need to study a resolution accompanying the document before following suit.

Medvedev's spokeswoman Natalya Timakova said on Thursday that when he signed the New START treaty with President Barack Obama, they agreed that the ratification process should be conducted simultaneously.

She said that Medvedev voiced hope that both houses of Russian parliament would ratify the pact, but added that they would need some time to analyse the Senate's conditions for its ratification before making their decision.

Legislators in the Kremlin-controlled parliament had said before the Senate landmark ruling on Wednesday that they would approve the treaty quickly after it was ratified in the US

Lower house speaker Boris Gryzlov, however, told reporters on Thursday that the Senate's ratification resolution contained some conditions and the legislators need to study the text carefully before making their decision.

He added that the State Duma may ratify the pact on Friday if the text of the treaty itself remained unchanged.

"If these conditions don't change the text of the treaty, we may pass a ratification bill even tomorrow," Gryzlov said.

He said that the house would need more time if it finds any changes in the body of the treaty.

Conservative Republicans said the pact would limit US options on missile defence, lacked sufficient procedures to verify Russia's adherence and deserved more time for consideration.

Obama called the treaty a national security imperative and pressed strongly for its approval before Congress, with a Republican majority, assumes power in January. In recent days, he had telephoned a handful of wavering Republicans, eventually locking in their votes.

The Obama administration has argued that the United States must show credibility in its improved relations with its former Cold War foe, and the treaty was critical to any rapprochement. The White House is also counting on Russia to help pressure Iran over its nuclear ambitions.

Republicans had tried to kill the treaty by forcing changes in its language that would have sent it back for negotiations with Moscow. Democrats sought to appease some Republican senators by letting them raise these issues in legislation accompanying the treaty that would not directly affect the pact.

On Wednesday, two such amendments, one on missile defence and one on funding for the US nuclear arsenal, passed with support from both parties.

Konstantin Kosachev, the head of the Duma's foreign affairs committee, said that decision was conditioned on the analysis of the amendments.

"We realise that the process shouldn't be delayed, but we intend to work in such a way that it doesn't affect the quality," he said.

Kosachev said that the Duma may quickly approve the pact on Friday without any conditions, or could decide to include some conditions of its own, which could delay the vote.

Retired General Vladimir Dvorkin, who helped negotiate previous arms deals with the United States, predicted that the Kremlin-controlled parliament would quickly ratify the New START.

"This treaty is important for the Russian leadership because it formally preserves the nuclear balance with the United States, the last attribute of a superpower," Dvorkin said, according to the Interfax news agency.

    NAVY

    Bluefin Robotics, Quincy, Mass., is being awarded a $30,329,563 modification to previously awarded contract (N00174-07-D-0008) to exercise option III for the explosive ordnance disposal hull unmanned underwater localization systems (HULS) production systems. The HULS production systems support Naval Forces and the Naval Explosive Ordnance Technology Division in conducting ship hull and piers and pilings search operations. The contract was structured in three phases: demonstration, prototype, and production of the HULS systems. Work will be performed in Quincy, Mass., and is expected to completed by April 2017. Contract funds will not expire at the end of the current fiscal year. The Naval Surface Warfare Center, Indian Head, Md., is the contracting activity.

    BAE Systems Information and Electronic Systems, Inc., Greenlawn, N.Y., is being awarded a $25,472,769 modification to a previously awarded firm-fixed-priced contract (N00019-08-C-0061) to exercise an option for the procurement and integration of various CXP identification friend or foe hardware for the Navy, Army, and Air Force; and the governments of Canada, Taiwan, and Saudi Arabia. Hardware being procured includes common digital transponders, mounts, receivers and transmitters, signal processors, power supplies, battery packs, and Mode 5 modification kits. Work will be performed in Greenlawn, N.Y., and is expected to be completed in August 2013. Contract funds in the amount of $486,506 will expire at the end of the current fiscal year. This contract combines purchases for the Army ($17,209,826; 67.6 percent), Navy ($6,119,022; 24 percent), and Air Force ($202,220; 0.8 percent); and the governments of Taiwan ($999,211; 3.9 percent), Canada ($578,098; 2.3 percent), and Saudi Arabia ($364,392; 1.4 percent), under the Foreign Military Sales program. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

    Moog, Inc., East Aurora, N.Y., is being awarded a $17,269,746 order against a previously issued basic ordering agreement (SPM4A1-06-G-0002) for the procurement of 1,626 kits required to complete engineering change proposal #1054 for F/A-18 LA-d leading edge flap mechanical drive group system for the Navy (1,260) and the governments of Finland (138), Kuwait (94), Switzerland (68), Spain (50), and Malaysia (16). Work will be performed in Torrance, Calif., and is expected to be completed in November 2014. Contract funds in the amount of $13,382,460 will expire at the end of the current fiscal year. This contract combines purchases for the U.S. Navy ($13,382,460; 77.49 percent) and the governments of Finland ($1,465,698; 8.49 percent), Kuwait ($998,374; 5.78 percent), Switzerland ($722, 228; 4.18 percent), Spain ($531,050; 3.08 percent), and Malaysia ($169,936; 0.98 percent), and under the Foreign Military Sales program. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

    Northrop Grumman Systems Corp., Bethpage, N.Y., is being awarded an $11,882,162 firm-fixed-price delivery order against a previously issued basic order agreement (N00019-10-G-0004) to convert two TE-2C aircraft into E-2C Hawkeye 2000 aircraft. These efforts will support the transition to an anticipated post-material support date performance based logistics solution. Work will be performed in Bethpage, N.Y., and is expected to be completed in September 2012. Contract will not expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

    Rolls-Royce Corp., Indianapolis, Ind., is being awarded an $8,801,056 modification to a previously awarded firm-fixed-price contract (N00019-10-C-0020) to exercise an option for maintenance services in support of the MV-22 engines. Work will be performed in Oakland, Calif. (70 percent), and Indianapolis, Ind. (30 percent), and is expected to be completed in November 2011. Contract funds in the amount of $8,801,056 will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Md., is the contracting activity.

    DEFENSE LOGISTICS AGENCY

    The Boeing Co., St. Louis, Mo., is being awarded a maximum $29,384,296 firm-fixed-price, sole-source contract for F-15 verticals. There are no other locations of performance. Using service is Air Force. There was originally one proposal solicited with one response. The date of performance completion is June 2012. The Defense Logistics Agency Aviation, Philadelphia, Pa., is the contracting activity (SPM400-01-D-9406-473T).
