CONTRACTS

NAVY

Lockheed Martin Corp., Baltimore, Md., is being awarded a $376,621,375 modification to previously awarded contract (N00024-11-C-2300) to contractually authorize fiscal 2011 Littoral Combat Ship (LCS) construction. Work will be performed in Marinette, Wis. (56 percent); Walpole, Mass. (14 percent); Washington, D.C. (12 percent); Oldsmar, Fla. (4 percent); Beloit, Wis. (3 percent); Moorestown, N.J. (2 percent); Minneapolis, Minn. (2 percent); and various locations of less than one percent each, totaling seven percent. Work is expected to be complete by April 2016. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Austal USA, Mobile, Ala., is being awarded a $368,592,125 modification to previously awarded contract (N00024-11-C-2301) to contractually authorize fiscal 2011 Littoral Combat Ship (LCS) construction. Work will be performed in Mobile, Ala. (51 percent); Pittsfield, Mass. (13 percent); Cincinnati, Ohio (4 percent); Baltimore, Md. (2 percent); Burlington, Vt. (2 percent); New Orleans, La. (2 percent); and various locations of less than two percent each, totaling 26 percent. Work is expected to be complete by October 2015. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Argon ST, Fairfax, Va., is being awarded a $45,000,000 not-to-exceed ceiling firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement, testing, delivery, training, and logistical support of the Joint Precision Air Drop System Ultra Light Weight (JPADS-ULW). The procurement is for the acquisition of a JPADS-ULW, an aircraft deployed steerable canopy system that is capable of delivering cargo loads of 250 pounds to 699 pounds rigged weight, safely and effectively from 24,500 feet mean sea level through hardware, software altitude control, glide management of system descent and landing. Work will be performed in Smithfield, Pa., and is expected to be completed by March 17, 2016. Contract funds will not expire by the end of the current fiscal year. This contract was competitively procured with proposals solicited via the Navy Electronic Commerce Online website, with five offers received. The Marine Corps Systems Command, Quantico, Va., is the contracting activity.

LAMCON-MEAR, JV, Oceanside, Calif. (N62473-11-D-0013); Bulldog Environmental Products, Inc., Denver, Colo. (N62473-11-D-0014); and ACCU Construction, Inc., Santa Ana, Calif. (N62473-11-D-0015), are each being awarded a firm-fixed-price, indefinite-delivery indefinite-quantity multiple award construction contract for painting of facilities at various locations predominantly within the Naval Facilities Engineering Command (NAVFAC) Southwest area of responsibility (AOR). The maximum dollar value, including the base period and four option years, for all three contracts combined is $30,000,000. No task orders are being issued at this time. The work to be performed provides for interior/exterior application of paints and coatings, including surface preparation and minor related construction work within the North American Industry Classification System Code 238320. Types of projects may include, but are not limited to: application of paints, primers and sealers, staining and finishes, powder coating, waterproofing, high-resistance coatings, striping, signs and graphics. Work will be performed at various federal sites within the NAVFAC Southwest AOR including, but not limited to: California (83 percent), Arizona (12 percent), Nevada (2 percent), Utah (1 percent), Colorado (1 percent), and New Mexico (1 percent). The term of the contracts is not to exceed 60 months, with an expected completion date of March 2016. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with eight proposals received. These three contractors may compete for task orders under the terms and conditions of the awarded contracts. The Naval Facilities Engineering Command, Southwest, San Diego, Calif., is the contracting activity.

Hydroid, Inc., Pocasset, Mass., is being awarded a $17,306,029 modification to previously awarded contract (N00174-03-D-0018) to provide service for the currently fielded legacy Small Unmanned Underwater Vehicle (SUUV) systems and to provide continued depot level and engineering support for the SUUV program. The SUUV program provides explosive ordnance disposal (EOD) forces with a very shallow water mine countermeasures and underwater object location system. Hydroid will provide expert technical and engineering support services to maintain the full functionality of fielded systems as well as provide additional systems that may be required by the EOD community to meet mission requirements. Work will be performed in Pocasset, Mass., and is expected to be completed by May 2013. Contract funds will not expire at the end of the current fiscal year. The Naval Surface Warfare Center, Indian Head, Md., is the contracting activity.

AIR FORCE

L-3 Communications Vertex Aerospace, Madison, Miss., is being awarded a $314,623.67 firm-fixed-price contract for contractor logistics support for the C-12 aircraft for Pacific Air Force, Air Force Material Command, Defense Intelligence Agency, and Defense Security Corporation Agency, consisting of maintenance, repair and support functions for seven months (including phase-in) from April 1 through Oct. 31, 2011. The location of performance is Madison, Miss.. OC-ALC/GKSKH, Tinker Air Force Base, Okla., is the contracting activity (FA8106-11-D-0002-0001).

The Boeing Co., Wichita, Kan., is being awarded a $31,241,793 firm-fixed-price contract modification for the C-130 Avionic Modernization Program (AMP) low rate initial production (LRIP), the initial efforts to support LRIP Lot 3 which includes the purpose of two AMP kits; provide engineering support; integrated logistic support; operations testing and evaluation support; support equipment and installion tooling for both the source familiarization phase contract winner and Boeing; type one maintenance training; and long-lead items for the Weapons System Trainer. Work will be performed in Long Beach, Calif. The Aeronautical Systems Center at Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8625-08-C-6841/P0002).

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded an $18,546,522 firm-fixed-price contract modification for non-recurring labor, materials and 233 kits to update the configuration of the electronics warfare power supply on the F-22 fleet. Work will be performed at Marietta, Ga.; Fort Worth, Texas; and Nashua, N.H. Funds in the amount of $7,591,956 will expire at the end of the current fiscal year. ASC/WWUK, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8611-08-C-2897 PO0079).

Kern Steel Fabrication, Inc., Bakersfield, Calif., is being awarded a $13,380,854 firm-fixed-price contract modification for the design and production of an isochronal maintenance stand for the C-5 aircraft. Work will be performed in Bakersfield, Calif., and is expected to be completed Dec. 31, 2011. WR-ALC/GRVKBB, Robins Air Force Base, Ga., is the contracting activity (FA8533-08-C-0004).

Northrop Grumman Mission Systems, Clearfield, Utah, is being awarded a $10,449,314 cost-plus-fixed-price contract modification for sustainment support for the Minuteman weapon systems, incremental funding for exercised option. Work will be performed in Clearfield, Utah, and subcontractor AK Launch Systems in Brigham City, Utah. AFNWC/PKME, Hill Air Force Base, Utah, is the contracting activity (F42610-98-C-0001).

DEFENSE THREAT REDUCTION AGENCY

TASC, Inc., Andover, Mass., is being awarded a $97,000,000 indefinite-delivery/indefinite-quantity contract, for advisory and assistance services. Work will be performed at Fort Belvoir, Va., and is expected to be completed by March 2016. Effort contains both research and development and operation and maintenance funding. Operation and maintenance contract funds will expire at the end of the current fiscal year. Four bids were received. Science Applications International Corp., San Diego, Calif., was awarded a $23,107,037 cost-plus fixed-fee task order under the Weapons of Mass Destruction (WMD) defeat technology indefinite delivery/indefinite quantity contract for phase three of the Integrated WMD Toolset (IWMDT). The contractor will provide the development and integration architecture framework to support the Defense Threat Reduction Agency technology transfer, gateway and portal use. In addition, the contractor will support the development, maintenance, and update responsibilities as needed for common software and support documentation to efficiently facilitate tool developer participation and integration into the IWMDT. The work will be performed in San Diego, Calif., and is expected to be completed by March 6, 2014. Contract funds will not expire at the end of the current fiscal year. The Boeing Co., Saint Louis, Mo., was awarded on March 14 a $36,550,203 cost-no-fee contract. The award will provide for the procurement of Early Infantry Brigade Combat Team low rate initial production set two long lead items. Work will be performed in Saint Louis, Mo., with an estimated completion date of July 31, 2011. One bid was solicited with one bid received. The U.S. Army Contracting Command, Warren, Mich., is the contracting activity (W56HZV-09-C-0452).

ThunderCat Technology, LLC, Reston, Va., was awarded on March 14 a $16,169,467 firm-fixed-price contract. The award will provide for the services, materials, and commercial off-the-shelf software solution needed to procure a military health system enterprise blood bank and transfusion management solution for 68 sites. Work will be performed in Reston, Va., with an estimated completion date of June 13, 2012. Davis’ release challenged in Lahore High Court

LAHORE: A petition challenging CIA contractor Raymond Davis’ release was filed in the Lahore High Court (LHC) on Thursday, DawnNews reported.

The petition, filed by Barrister Iqbal Jafri, stated that the families of Faizan and Faheem were pressurised by the government into pardoning Davis.

The petitioner stated that Davis’ pardoning and immediate release was in violation of the law.

The petitioner requested the court to invalidate the decision and direct the authorities to initiate proceedings against “those who brought about Davis’ release”.

On Wednesday, Davis was released and quickly flown out of Pakistan after heirs of the two youths he had shot dead on January 27 told a local court they had accepted blood money.

The Lytton Road police had registered a case against Davis on charges of killing the two Pakistani citizens at downtown Qurtaba Chowk in Lahore. Two traffic wardens had chased down the suspect who pleaded he had killed the bike-riders in self-defence after they had tried to rob him.

The killings had rocked Pakistan and strained ties between Islamabad and Washington. The US pressed for diplomatic immunity for Davis, leading to some clear and many ambiguous responses from officials in Pakistan. Shah Mehmood Qureshi, who was the foreign minister at the time the incident took place, stated that the arrested American didn’t enjoy diplomatic immunity.
