DTN News - DEFENSE NEWS: SpaceX Announces Launch Date For The World's Most Powerful Rocket

Asian Defense News: DTN News - DEFENSE NEWS: SpaceX Announces Launch Date For The World's Most Powerful Rocket
(NSI News Source Info) WASHINGTON - April 6, 2011: Today, Elon Musk, CEO and chief rocket designer of Space Exploration Technologies (SpaceX) unveiled the dramatic final specifications and launch date for the Falcon Heavy, the world's largest rocket.

“Falcon Heavy will carry more payload to orbit or escape velocity than any vehicle in history, apart from the Saturn V moon rocket, which was decommissioned after the Apollo program. This opens a new world of capability for both government and commercial space missions,” Musk told a press conference at the National Press Club in Washington, DC.

“Falcon Heavy will arrive at our Vandenberg, California, launch complex by the end of next year, with liftoff to follow soon thereafter. First launch from our Cape Canaveral launch complex is planned for late 2013 or 2014.”

Musk added that with the ability to carry satellites or interplanetary spacecraft weighing over 53 metric tons or 117,000 pounds to orbit, Falcon Heavy will have more than twice the performance of the Delta IV Heavy, the next most powerful vehicle, which is operated by United Launch Alliance, a Boeing-Lockheed Martin joint venture.

53 metric tons is more than the maximum take-off weight of a fully-loaded Boeing 737-200 with 136 passengers. In other words, Falcon Heavy can deliver the equivalent of an entire commercial airplane full of passengers, crew, luggage and fuel all the way to orbit.

View the launch simulation video at: www.spacex.com

Falcon Heavy’s first stage will be made up of three nine-engine cores, which are used as the first stage of the SpaceX Falcon 9 launch vehicle. It will be powered by SpaceX’s upgraded Merlin engines currently being tested at the SpaceX rocket development facility in McGregor, Texas. Falcon Heavy will generate 3.8 million pounds of thrust at liftoff. This is the equivalent to the thrust of fifteen Boeing 747s taking off at the same time.

Above all, Falcon Heavy has been designed for extreme reliability. Unique safety features of the Falcon 9 are preserved, such as the ability to complete its mission even if multiple engines fail. Like a commercial airliner, each engine is surrounded by a protective shell that contains a worst case situation like fire or a chamber rupture, preventing it from affecting other engines or the vehicle itself.

Anticipating potential astronaut transport needs, Falcon Heavy is also designed to meet NASA human rating standards, unlike other satellite launch vehicles. For example, this means designing to higher structural safety margins of 40% above flight loads, rather than the 25% level of other rockets, and triple redundant avionics.

Falcon Heavy will be the first rocket in history to do propellant cross-feed from the side boosters to the center core, thus leaving the center core with most of its propellant after the side boosters separate. The net effect is that Falcon Heavy achieves performance comparable to a three stage rocket, even though only the upper stage is airlit, further improving both payload performance and reliability. Crossfeed is not required for missions below 100,000 lbs, and can be turned off if desired.

Despite being designed to higher structural margins than other rockets, the side booster stages will have a mass ratio (full of propellant vs empty) above 30, better than any vehicle of any kind in history.

Falcon Heavy, with more than twice the payload, but less than one third the cost of a Delta IV Heavy, will provide much needed relief to government and commercial budgets. In fact, Falcon Heavy at approximately $1,000 per pound to orbit, sets a new world record in affordable spaceflight.

This year, even as the Department of Defense budget was cut, the EELV launch program, which includes the Delta IV, still saw a thirty percent increase.

The 2012 budget for four Air Force launches is $1.74B, which is an average of $435M per launch. Falcon 9 is offered on the commercial market for $50-60M and Falcon Heavy is offered for $80-$125M. Unlike our competitors, this price includes all non-recurring development costs and on-orbit delivery of an agreed upon mission. For government missions, NASA has added mission assurance and additional services to the Falcon 9 for less than $20M.

Vehicle Overview
Mass to Orbit (200 km, 28.5 deg):53 metric tons (117,000 lb)
Length:69.2 m (227 ft)
Max Stage Width:5.2 m (17 ft)
Total Width:11.6 meters (38 ft)
Weight at Liftoff:1,400 metric tons or 3.1 million lbs
Thrust on Liftoff:1,700 metric tons or 3.8 million lbs

Please note that Falcon Heavy should not be confused with the super heavy lift rocket program being debated by the U.S. Congress. That vehicle is authorized to carry between 70-130 metric tons to orbit. SpaceX agrees with the need to develop a vehicle of that class as the best way to conduct a large number of human missions to Mars.

About SpaceX

SpaceX develops, manufactures and launches family of launch vehicles and spacecraft that are increasing the reliability and performance of space transportation, while ultimately reducing costs by a factor of ten. With the Falcon rockets, SpaceX has a diverse manifest of launches to deliver commercial and government satellites to orbit. After the Space Shuttle retires, the Falcon 9 and SpaceX’s Dragon spacecraft will start carrying cargo, including live plants and animals, to and from the International Space Station for NASA. Falcon 9 and Dragon were developed to one day carry astronauts.

Founded in 2002 by Elon Musk, SpaceX is a private company owned by management and employees, with minority investments from Founders Fund, Draper Fisher Jurvetson, and Valor Equity Partners. The company has over 1,250 employees in California, Texas and Florida. For more information, and to watch the video of the Falcon 9 and Dragon launches, visit the SpaceX website at SpaceX.com.

Asian Defense News: Singapore News ~ Huge Uproar Over Prime Minister Lee Hsien Loong's Comments

Asian Defense News: Singapore News ~ Huge Uproar Over Prime Minister Lee Hsien Loong's Comments
(April 6, 2011) SINGAPORE: Prime Minister Lee Hsien Loong's open admission that PAP wards are favoured for HDB upgrading exercises has touched a raw nerve among netizens.

His admission came as a reply to a university student living in the Hougang Single-Member Constituency (SMC) ward who asked if he could pay less tax since the opposition-held ward does not enjoy upgrading programmes.

Since this story was first posted, reaction has been swift with over 1,500 Facebook shares and 150 comments. The majority were highly critical of PM Lee's stand.

The highest-rated comment came from Yahoo! user Chia, who posted, "Upgrading is not delivered solely based on policies. It is driven by money from the reserves. The money comes from the people and not from PAP."

He added that, "It (upgrading) is a national building programme. A nation does not belong to any party but the people."

Another Yahoo! user, Davido, said, "I can't believe the PM said that, my only respect left for him is that he is candid enough to admit not all wards are treated equally."

User VKH was also appalled at the PM's comments.

He wrote, "I thought that as PM, he was there to represent ALL the people, without favour or preference. He is not the PM of just those he voted for, but for each and every Singapore citizen, including those who did not vote for him or his party... How can the PM say that if you vote for PAP, you get nice chocolate cake and coffee, but if you vote for other party you only get water and biscuit?"

The furious reaction comes a day after fourth-year engineering student Seah Yin Hwa asked PM Lee why residents living in Hougang SMC are penalised for picking "a 'Teochew nang' (dialect for Teochew person) who doesn't wear a white uniform"

When asked by PM Lee on how he was penalised, the 25-year-old Seah said, "When it comes to upgrading, what is being told to us is that we don't have the funds to actually go ahead with lift upgrading, as well as shelters to the bus stops. When I look across the road to Aljunied GRC, they have everything, " reported The Straits Times.

Paraphrasing the question posed, PM Lee said that what Mr Seah meant is why opposition wards are not treated at least as good, or maybe even better than the PAP wards.

PM Lee's reply was, "The answer is that there has to be a distinction. Because the PAP wards supported the Government and the policies which delivered these good things."

He said that while basic goods such roads, transportation, housing, healthcare and defence apply to Singaporeans, the extras — which come down to the upgrading programmes — is a national programme.

"Between the people who voted and supported the programme and the government, and the people who didn't, I think if we went and put yours before the PAP constituencies, it would be an injustice," PM Lee told the 1,200 students who were attending a Ministerial Forum organised by the National University of Singapore (NUS) Students' Political Association. .

In response to PM Lee, Seah cheekily asked if he could pay less tax and maybe "take one or two years off my NS?", which drew laughter and applause from the audience.

But PM Lee said that this is not possible because the SAF, defence, taxes and all the facilities which have been provided, are enjoyed by every Singaporean.

Rounding off his reply, PM Lee said, "But you can do something about it, you know. You don't have to keep voting for people not in white-on-white."

PM Lee explains ministerial salaries

The contentious issue of ministerial salaries was also discussed at the forum after a Nanyang Technological University (NTU) accountancy student brought it up, comparing the salaries of leaders from Singapore and the United States.

"The US president is actually paid less than a Cabinet minister in Singapore. I'm sure we agree his job is a lot tougher than our Cabinet ministers," said the student.

In his response, PM Lee said that US President Barack Obama may be earning less than a Singaporean minister, but the American system is not without its flaws.

For example, he highlighted that the US had different ways of rewarding its presidents and that the low salary of the president had suppressed salaries down the line.

Explaining his first point, PM Lee said that former US presidents are involved in money-spinning book and lecture tours after they step down.

"Retired US presidents go on book tours, they write books, they are paid US$10 million (S$13 million) advance, they get somebody to help them write a tome and they make a lecture tour…Every lecture (by former president) Bill Clinton: US$100,000 to US$200,000 for half an hour.

"That's the system. I think that's not a good system for us. We don't want ministers to retire and go on lecture tours."

Touching on his second point, PM Lee said the low salary of US presidents adversely impacted the rest of the civil service down the line.

"Because the president's pay being set at a level which is not quite right, all the rest of the civil service and government pay in the US system has to take dressing from there and come down…and come down," he said.

PM Lee stressed that Singapore's ministerial pay structure was one that works.

But when asked if salaries should still be pegged to the private sector given the many candidates taken from the civil service and unions, he replied, "The reason I can get good people from the Government and the unions is that I have a pay system which is working properly.

"People do not enter politics to get rich but neither will they enter politics and as a result, they and their family will become poor."

He added, "It is something which is not easy to accept emotionally but is the right thing for Singapore. If you want the system to work for the long term, you must be honest about it. What do I pay for? I pay for the importance of the job and how difficult it is to do."

Asian Defense News: Japan News ~ Japan To Restart Sumo Tournament Free Of Charge

Asian Defense News: Japan News ~ Japan To Restart Sumo Tournament Free Of Charge
**Source: AFP
(April 6, 2011) TOKYO, Japan: Sumo tournaments will restart in Japan next month, with spectators offered free entry in May as the sport looks to recover an image tarnished by a match-fixing scandal.

The 15-day March tournament was cancelled as allegations emerged that results had been decided in advance. A total of 23 former and present sumo wrestlers were named, with those still active in the sport forced to resign.

The Japan Sumo Association said the May 8-22 contest will be staged as a test event to evaluate the skills of wrestlers and decide their rankings for the next tournament. The results will still be entered into official records.

The association said it had decided to make the event free of charge because the quality of the field had been diluted by the retirement of a number of wrestlers in the top division.

Tickets to watch a day's wrestling usually sell for anything up to 10,700 yen ($125).

"Please let us apologise for causing trouble to every fan and every person concerned," Hanaregoma, chairman of the association, told a news conference.

He said it was still too early to resume a full regular tournament as probes into the scandal continued and steps were being taken to prevent a recurrence of the match rigging.

"I want wrestlers to fight good bouts so that our fans realise anew that sumo is wonderful," he said, adding no decision had been made on charging for future tournaments.

The ancient sport has long been under suspicion over allegations that bouts were rigged, but no active wrestler had acknowledged guilt until last month when a number of incriminating text messages surfaced as police probed another scandal involving wrestlers placing illegal baseball bets.

On Tuesday, the association announced that the 22 tainted wrestlers had accepted its advice and retired.

But a stablemaster, Tanigawa, denied being involved in match rigging as a wrestler and refused to accept the advice and the association throw the 37-year-old out for his defiance.

Sumo, an ancient and highly ritualistic sport, has been shaken by a series of scandals in recent years, including illegal drug use and brutal training methods that resulted in the death of a teenage apprentice.

DTN News - BOEING DEFENSE NEWS: Boeing Supports 1st Hellfire Test Launch From Avenger System

Asian Defense News: DTN News - BOEING DEFENSE NEWS: Boeing Supports 1st Hellfire Test Launch From Avenger System
(NSI News Source Info) HUNTSVILLE, Ala., - April 5, 2011: Boeing [NYSE: BA] supported the U.S. Army's first test launch of an AGM-114 Hellfire missile on Feb. 23 at Eglin Air Force Base in Florida. The missile was fired from a modified Avenger weapon system as part of Boeing's continuing development of the Avenger-derived Adaptive Force Protection System (AFPS).

"The Avenger turret's ability to launch Hellfire missiles offers the warfighter another choice of weapon, one with significant ground firepower," said Phil Hillman, Avenger program manager for Boeing Network & Tactical Systems. "We continue to integrate and test additional capability on this system. Since Avenger is already in the Army inventory, upgrading Avengers instead of developing and fielding new systems has obvious cost advantages -- something that we believe is critically important in the current budget environment."

The test evaluated the feasibility of adding the Hellfire missile and Hydra 2.75-inch rocket capabilities to the Army's Avenger system. Boeing designed, built and installed the mechanical integration equipment to mate the Hellfire and rocket launchers to the Avenger, and supported the live firing at the test site.

Avenger was originally designed as an air defense system, but other ground defense capabilities, such as Hellfire, are being considered to expand the system’s range and versatility. The Avenger turret can be mounted on a variety of vehicles, including Mine-Resistant Ambush Protected vehicles, or used as a stand-alone, fixed-mounted weapon station.

Boeing is the largest aerospace company in Alabama and one of the state's largest employers. Current company operations in Huntsville include the Ground-based Midcourse Defense program and other missile defense work, such as the Arrow system and the Patriot Advanced Capability-3 seeker, as well as work associated with Ares I, the International Space Station, Army Integrated Logistics, Brigade Combat Team Modernization and engineering for the 787 and the P-8A Poseidon.

A unit of The Boeing Company, Boeing Defense, Space & Security is one of the world's largest defense, space and security businesses specializing in innovative and capabilities-driven customer solutions, and the world's largest and most versatile manufacturer of military aircraft.
