(NSI News Source Info) WASHINGTON - January 21, 2011: U.S. Department of Defense, Office of the Assistant Secretary of Defense (Public Affairs) Contracts issued January 21, 2011 are undermentioned;

CONTRACTS

NAVY

The Boeing Co., Seattle, Wash., is being awarded a $1,529,224,045 modification to definitize the previously awarded advance acquisition P-8A Multi-mission Maritime Aircraft (MMA) Low Rate Initial Production I contract (N00019-09-C-0022) to a fixed-price-incentive-firm contract. This modification provides for the procurement of six P-8A MMA and associated spares, support equipment and tools, logistics support, trainers and courseware. Work will be performed in Seattle, Wash. (76 percent); Hazelwood, Mo. (10 percent ); Baltimore, Md. (4 percent); Greenlawn, N.Y. (2 percent); Tampa, Fla. ( 2 percent); McKinney, Texas (1 percent); North Amityville, N.Y. (1 percent); Hauppauge, N.Y. (1 percent); Anaheim, Calif. (1 percent); Grand Rapids, Mich. (1 percent); and Rockford, Ill. (1 percent), and work is expected to be completed in January 2013. Contract funds will not expire at the end of the current fiscal year. The Naval Air System Command, Patuxent River, Md., is the contracting activity.

Serco, Inc., Reston, Va.is being awarded an $852,071,893 cost-plus-incentive-fee, fixed-price-incentive (firm target), firm-fixed-price, cost-plus-fixed-fee multiple award contract for the successful installation and operational certification of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems by the Space and Naval Warfare Systems Centers for PEO (C4I & Space), Space and Naval Warfare Systems Command, and other prospective U.S. Government and Foreign Military Sales customers. The C4ISR systems are produced under various production contracts (separate from this contract) and are delivered as Government Furnished Equipment to this contract for installation onboard surface ships, submarines, and shore stations located worldwide. This contract includes one option which, if exercised, would bring the cumulative value of this contract to an estimated $1,405,347,348. Work will be performed aboard U.S. Navy platforms on both the East and West Coasts as well as locations worldwide, and is expected to be completed by January 2014. If all options are exercised, work could continue until January 2016. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with full and open competition via the Commerce Business Daily’s Federal Business Opportunities website and the SPAWAR e-Commerce Central website, with four offers received. These four contractors may compete for task orders under the terms and conditions of the awarded contract. The Space and Naval Warfare Systems Command, San Diego, Calif., is the contracting activity (N00039-11-D-0032).

VT Milcom, Virginia Beach, Va.is being awarded an $843,303,609 cost-plus-incentive-fee, fixed-price-incentive (firm target), firm-fixed-price, cost-plus-fixed-fee multiple award contract for the successful installation and operational certification of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems by the Space and Naval Warfare Systems Centers for PEO (C4I & Space), Space and Naval Warfare Systems Command, and other prospective U.S. Government and Foreign Military Sales customers. The C4ISR systems are produced under various production contracts (separate from this contract) and are delivered as Government Furnished Equipment to this contract for installation onboard surface ships, submarines, and shore stations located worldwide. Lockheed Martin Services, Inc., Gaithersburg, Md.is being awarded an $831,141,785 cost-plus-incentive-fee, fixed-price-incentive (firm target), firm-fixed-price, cost-plus-fixed-fee multiple award contract for the successful installation and operational certification of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems by the Space and Naval Warfare Systems Centers for PEO (C4I & Space), Space and Naval Warfare Systems Command, and other prospective U.S. Government and Foreign Military Sales customers. The C4ISR systems are produced under various production contracts (separate from this contract) and are delivered as Government Furnished Equipment to this contract for installation onboard surface ships, submarines, and shore stations located worldwide. This contract includes one option which, if exercised, would bring the cumulative value of this contract to an estimated $1,375,644,654. Work will be performed aboard U.S. Navy platforms on both the East and West Coasts as well as locations worldwide, and is expected to be completed by January 2014. If all options are exercised, work could continue until January 2016. Contract funds will not expire at the end of the current fiscal year. AMSEC, LLC, Virginia Beach, Va.is being awarded a $794,111,857 cost-plus-incentive-fee, fixed-price-incentive (firm target), firm-fixed-price, cost-plus-fixed-fee multiple award contract for the successful installation and operational certification of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems by the Space and Naval Warfare Systems Centers for PEO (C4I & Space), Space and Naval Warfare Systems Command, and other prospective U.S. Government and Foreign Military Sales customers. The C4ISR systems are produced under various production contracts (separate from this contract) and are delivered as Government Furnished Equipment to this contract for installation onboard surface ships, submarines, and shore stations located worldwide. This contract includes one option which, if exercised, would bring the cumulative value of this contract to an estimated $1,313,148,958. Electric Boat Corporation, Groton, Conn., is being awarded a $44,328,600 cost-plus-fixed fee modification to previously awarded contract (N00024-03-C-2101) for the planning and execution of the USS Missouri (SSN 780) post shakedown availability. Work will include long lead time material procurement in preparation to accomplish the maintenance, repair, alterations, testing, and other work. The work will be performed in Groton, Conn. (99 percent), and Quonset Point, R.I. (1 percent), and is scheduled to be completed by January 2012. Contract funds will not expire at the end of the current fiscal year. Supervisor of Shipbuilding Conversion and Repair, Groton, Conn., is the contracting activity.

AECOM Services, Inc., Arlington, Va., is being awarded a maximum $15,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract for top secret architectural and engineering and design services for design projects located throughout the Naval Facilities Engineering Command (NAVFAC) area of responsibility (AOR) worldwide. Task order 0001 is being awarded at $128,632 for site survey services in Millville, N.J. at the time of award. Work for this task order is expected to be completed by Aug. 2011. All work on this contract will be performed at secure and non secure sites and a variety of facilities, some of which relate to critical, secure operational facilities and supporting infrastructure, and other general facilities within the NAVFAC AOR, and is expected to be completed by January 2016. Contract funds for task order 0001 will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with ten proposals received. The Naval Facilities Engineering Command, Atlantic, Norfolk, Va., is the contracting activity (N62470-11-D-7002).

Q.E.D. Systems, Inc., Virginia Beach, Va., is being awarded an $8,746,873 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee/firm-fixed-price contract for engineering services for the development of Carrier Availability Planning Systems (CAPS), feasibility studies, material identification and tracking, ship change documents (SCD), production costs and estimates, ship system status studies, repair specifications and verifications, and other products required for U.S. Navy aircraft carriers and other U.S. Navy vessels. This contract contains four one-year option periods, which if exercised, bring the total estimated value of the contract to $45,074,348. Work will be performed in Norfolk, Va. (30 percent); San Diego, Calif. (30 percent); Bremerton, Wash. (20 percent); and various other locations within the continental U.S. (20 percent). Work is expected to be completed by January 2012. Contract funds will expire at the end of the current fiscal year. This contract was competitively awarded via the Navy Electronic Commerce Online and Federal Business Opportunities websites, with one offer received. The Fleet and Industrial Supply Center, Norfolk, Va., is the contracting activity (N00189-11-D-0009).

DEFENSE LOGISTICS AGENCY

American Apparel, Selma, Ala. is being awarded a maximum $21,214,308 firm fixed price, partial set aside contract for Airmen Battle Uniforms. Other locations of performance are Texas and Mississippi. Using service is Air Force. The original proposal was Web solicited with twenty-six responses. This contract is exercising the fourth option year. The date of performance completion is Jan. 31, 2012. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa. (SPM1C1-07-D-0009).

Propper International, Mayaguez, Puerto Rico is being awarded a maximum $13,408,500 firm fixed price, partial set aside contract for Airmen Battle Uniforms. Other locations of performance are throughout Puerto Rico and in El Paso, Texas. Using service is Air Force. The original proposal was Web solicited with twenty-six responses. The date of performance completion is Jan. 31, 2012. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pa. (SPM1C1-07-D-0008).
